THE LOWER TRINITY GROUNDWATER CONSERVATION DISTRICT
The Lower Trinity Groundwater Conservation District is the local groundwater conservation district serving Polk and San Jacinto Counties, Texas. The District was created by the 79th Texas Legislature in 2005 and confirmed by a majority vote of the citizens of both counties on November 7, 2006.
The District is responsible for managing and protecting local groundwater resources through long-term planning, monitoring, conservation, recharge, public education, and the prevention of groundwater waste in accordance with Article XVI, Section 59 of the Texas Constitution and Chapter 36 of the Texas Water Code, while balancing private property rights, water supply needs, and the long-term sustainability of the aquifers serving Polk and San Jacinto Counties.
The District participates in regional groundwater planning through Groundwater Management Area 14 (“GMA 14”) and coordinates with Regional Water Planning Groups for both Region H and Region I to support long-term water supply planning and groundwater resource management across Southeast and East Texas.
The District works with local governments, water systems, landowners, state agencies, and the public to help ensure groundwater resources remain available for current and future generations.
